Mouse Scroll Wheel Jumps — Software or Worn Encoder
A wheel that jumps backwards is one of the few computer faults where the symptom actually names the cause. You roll down, the page hops up a line, and you lose your place in whatever you were reading. It feels like a software glitch and it is usually not.
There are four candidates, and they are worth checking in a fixed order because three of them are free and one of them costs a mouse. Settings first, because a reversed or accelerated scroll option explains a surprising share of cases. Then interference, which is what a laptop touchpad does to an external mouse. Then dirt, which is the single most common physical cause and the cheapest to fix. And last, a worn encoder, which is the one you cannot talk your way out of.

If you are on a laptop with a mouse plugged in, your palm is probably part of the problem. A touchpad picks up two-finger scroll gestures from a hand resting near it, and those arrive mixed in with the wheel events from your mouse. The result looks exactly like a wheel jumping, because from the software's point of view two devices are scrolling at once.
The test is quick: disable the touchpad, then use the mouse for an hour. Most laptops have a keyboard shortcut for this, and every operating system has a setting. If the jumping stops, you have found it, and you can leave the touchpad off while an external mouse is connected rather than turning it off permanently.
Dirt: the most common physical cause, and the cheapest
Inside the wheel there is a slotted disc and an optical or mechanical encoder reading it. Dust, hair and skin oil work their way into that slot over years of use, and when the encoder reads a blocked slot it reports the wrong position. That is the reverse tick, arriving from a mouse that is otherwise fine.
Start with the lowest-risk step: compressed air through the gap around the wheel, with the wheel rolling as you go so different parts of the disc are exposed. A cotton bud along the visible edge of the wheel takes off what the air missed. Then re-run the test and compare with the number you wrote down.
About the internet's favorite remedies: dripping alcohol or a penetrating oil into the wheel does help some mice and kills others, because the same fluid that lifts grime can also carry it into the encoder or leave a residue on the contacts. There is a reason those threads always contain both success stories and people whose mouse got worse. If you try it, isopropyl alcohol evaporates and penetrating oil does not, which makes one of them considerably less risky than the other.
A worn encoder, and what it means for the rest of the mouse
If the reverse ticks survive a proper cleaning, the encoder itself is worn, and no setting will fix that. Replacing the encoder is a real repair that costs a few units of currency in parts, but it requires opening the mouse and soldering, and opening the mouse voids most warranties. Check whether yours is still covered before you reach for a screwdriver, because a warranty claim is faster and free.
The more useful thing to know is that wear rarely arrives alone. A mouse old enough for a failing wheel encoder usually has switches of the same age, and the button equivalent of a reverse tick is a click registering twice. Run the double click test and the mouse test while you are thinking about it. If both are showing symptoms, the decision stops being about a wheel and becomes about whether this mouse has another year in it.
